OF NATCHITOCHES PARISH SCHOOL BOARD

HELD AUGUST 14, 1997

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, August 14, 1997, at 3:00 p.m. in the Board Room of the School Board Office, 310 Royal Street, Natchitoches, Louisiana, and, upon roll call, the following members and V. Kenneth Dutile, Secretary-Treasurer, were present: Cecil Walker, Edward Ward, Jr., Carroll Daniels, Dorothy Wilkerson, Carl P. Henry, III, Ralph Wilson, Bobby R. Thomas, William L. Hall, and E.L. Moss, Jr.  Absent: Rudolph Leon, Jr. and Thomas E. Roque.

 

The meeting was called to order by Vice - President Walker, followed by an invocation by Mr. Thomas and the Pledge of Allegiance led by Mr. Moss.

 

Under the Superintendent/Staff Reports, Susie Brooks read a letter of appreciation from

Christopher Sylvia, ROTC instructor at Natchitoches Central High School.

 

On motion of Mr. Thomas, seconded by Mr. Ward, that the Board hereby approve the following consent agenda items:

 

1.         Adoption of Agenda.

2.         Approval of Minutes of July 10, 1997.

3.         FINANCE ITEMS:

A.         Payment of Bills:

B.         Purchase of buses by Drivers:

C.         Authorization of R.F.P. for asbestos abatement design for various schools.

Mr. Thomas presented the Finance, Facilities & Insurance Report

 

On motion of Mr. Thomas, seconded by Mr. Henry, that the Board hereby approve the low bids meeting specifications for the following as per attached bid compilations:

 

          A.   Floor covering and painting at various school sites.

 

YEAS: Walker, Ward, Daniels, Wilkerson, Henry, Wilson, Thomas, Hall, and Moss.  NAYS: None.  ABSENT: Leon and Roque..           (Carried)

 

The Superintendent announced that a called meeting would be held on August 21, 1997, regarding the bid for alterations and additions at Parks. 

 

On motion of Mr. Henry, seconded by Mr. Wilson that band directors be paid an extra

one-half month=s salary based on the nine month=s minimum state salary schedule.

 

YEAS: Walker, Ward, Wilkerson, Henry, Wilson, Thomas, Hall and Moss.    NAYS: None.

ABSENT: Leon and Roque.  ABSENT DURING VOTE:  Daniels.        (Carried)

 

On motion of Mr. Thomas, seconded by Mr. Henry, that the Board hereby authorize State MFP payment increase per HCR 245 of 1997, which is an additional $1003. to the $830. given in 1996-97 for certificated employees.  A $350. increase is authorized for full-time noncertified employees and $175. part-time.

 

YEAS: Walker, Ward, Wilkerson, Henry, Wilson, Thomas, Hall and Moss.  NAYS: None.

On motion of Mr. Ward, seconded by Mr. Wilkerson, that the Board hereby approve that the lease agreement with William Parker for the Marthaville Locker Plant be canceled at the request of Mr. Parker with rent paid in full to the approved date of August 14, 1997.

 

YEAS: Walker, Ward, Wilkerson, Henry, Wilson,  Thomas, Hall, and Moss.  NAYS: None.  ABSENT: Leon and Roque.  ABSENT DURING VOTE: Daniels.       (Carried)

                                   

Mr. Vandersypen presented report on utility savings for 1996-97.  The schools who saved over the previous year will receive one-half of the savings in their school budget.

 

On motion of Mr. Thomas, seconded by Mr. Ward, that Change Order No.2 for North Natchitoches Elementary School in the amount of $4389.55 be approved, with authorization for the Board President to sign.

 

YEAS: Walker, Ward, Wilkerson, Henry, Wilson, Thomas, Hall, and Moss.  NAYS: None.  ABSENT: Leon and Roque.  ABSENT DURING VOTE: Daniels.           (Carried)

 

Representative Jimmy Long appeared before the board with a report on the Judge Downey Program, which provides a direct grant to the board for two faculty members and equipment.

 

Mr. Vandersypen gave a detailed report on the surplus property auction conducted by Dyess & Associates Auctioneers.  The auction settlement sheet is attached.

 

On motion of Mr. Henry, seconded by Mr. Moss, that the board approve the Louisiana Learn Budget for $50,000 for New Teacher Induction Program.

 

YEAS: Walker, Ward, Daniels, Wilkerson, Henry, Wilson, Thomas, Hall and Moss.

NAYS: None.  ABSENT: Leon and Roque.                  (Carried)

 

On motion of Mr. Thomas, seconded by Mr. Wilson, that the board approve the following 8(g) Budgets for the 1997-98 school year.

 

            A.       Enhancing Curriculum and Achievement through Technological Applications in the amount of $51,115. -- 8(g) Block Grant.

            B.       Alternative to Suspension in the amount of $4,525.-- 8(g) Block Grant.

            C.       Superior Textbook in the amount of $20,399. -- 8(g) Superior Textbook 

                       Grant.

 

YEAS: Walker, Ward, Daniels, Wilkerson, Henry, Wilson, Thomas, Hall and Moss.

NAYS: None.  ABSENT: Leon and Roque.                                                (Carried)

 

On motion of Mr. Wilson, seconded by Mrs. Wilkerson, that the board approve the Louisiana Learn Local Improvement Grant in the amount of $96,045. Funded through the Louisiana Learn Commission.

 

YEAS: Walker, Ward, Daniels, Wilkerson, Henry, Wilson, Thomas, Hall and Moss.

NAYS: None.  ABSENT: Leon and Roque.              (Carried)

 

On motion of Mr. Wilson, seconded by Mr. Ward, that Alma Johnson be approved as Child Search Coordinator for Infants and Toddlers, as funded by the state.  Supplemental funding for Occupational Therapist and Physical Therapist, funded by the state, be approved; and that the Agreement for Infant/Toddler Child Search Coordinator, as funded by the state, be approved.

 

YEAS: Walker, Ward, Daniels, Wilkerson, Henry, Wilson, Thomas, Hall, and Moss.  NAYS: None.  ABSENT: Leon and Roque..               (Carried)

 

On motion of Mr. Ward, seconded by Mr. Henry, that the Board hereby approve accountant pay through Family Empowerment budget to Gayle Howell for the 1997-98 fiscal year for a total of $1000.

Mr. Walker presented the Executive Report.

 

On motion of Mr. Ward, seconded by Mr. Wilson, that the Board hereby approve  February 19 and 20, 1998, Thursday and Friday) as the two staff development days required by current legislation.  Said days fall during the winter break and would not effect student attendance days calendared for 1997-98.

On motion of Mrs.Wilkerson, seconded by Mr. Daniels that the Board hereby approve the parish winners of "Teacher of the Year" a day off from teaching duties.

On motion of Mr. Ward, seconded by Mr. Henry, that the Board hereby approve a drug and firearm free  zone where the North Natchitoches Boxing Club will conduct classes for students of Natchitoches Ninth Grade Center and Natchitoches Central High School as part of the regular school curriculum.

On motion of Mr. Henry, seconded by Mr. Moss, that the Board hereby approve the application for providing counseling services through Community Counseling Associates for the 1997-98 school year, contingent upon review and approval of our insurance company.

Mrs. Susie Brooks, Personnel Director, reported on staffing trends for 1997-98, listing several unfilled positions.

 

On motion of Mr. Wilson, seconded by Mr. Thomas, that the Board approve assigning a person to be in charge of the maintenance of the school board facility on Parkway Drive.

 

After discussion among members of the board, Mr. Wilson, seconded by Mr. Thomas rescinded the motion.

 

On motion of Mr. Thomas, seconded by Mr. Henry, that the Board not renew the contract of Joseph Thomas, Title I Resource Officer at Natchitoches Junior High School due to lack of certification, and that he be replaced with an officer from the Natchitoches Police Department.

On motion of Mr. Thomas, seconded by Mrs. Henry, that the Board hereby approve the renewal of the following two-year performance contracts:

           B.   Mary Montgomery, Principal, Cloutierville Elementary/Junior High School.

           C.   Gwendolyn Hardison, Title l Supervisor.

           D.   Michael Neklutin, Assistant Principal, Natchitoches Central High School.

On motion of Mr. Wilson, seconded by Mr. Ward, that the Board hereby approve Migrant, Title I, Kid Med, and Even Start personnel for 1997-98 school year per attached list.

On motion of Mr. Wilson, seconded by Mr. Henry, that the Board hereby approve that Louisiana Learn Seminars be conducted as needed and as funds allow, presenters be paid $50.00  per hour:   Philip McClung, Steven Celestine, Jackie Arthur, Jodi Shirley, Doug Chamberlain, Michelle Townsend, W. A. Robison, Becky Calloway, Trudy Howell, Melanie McCain, Cindy Baptiste, Traci Tynes, Robert Flaherty, Willa Freeman, and Margaret Hall.

On motion of Mrs. Wilkerson, seconded by Mr. Henry, that the Board hereby approve 

Kelly Jennings as executive secretary at an annual salary of $18,769.00.

On motion of Mr. Wilson, seconded by Mr. Moss, that Saturday Detention begin August 30, 1997, with the staff to be approved at the September Board Meeting upon approval of the 8(g) Block Grant--Alternative to Suspensions by the Louisiana Department of Education.

 

YEAS: Walker, Ward, Daniels, Wilkerson, Henry, Wilson, Thomas, Hall, and Moss.  NAYS: None.  ABSENT: Leon and Roque.                (Carried)

 

On motion of Mr. Thomas, seconded by Mr. Wilson, that the Board hereby approve Connie Rachal as paraprofessional to continue in the high school alternative program at Natchitoches Central High School to begin August 18, 1997, upon approval of the Enhancing Curriculum and Achievement through Technological Applications 8(g) Block Grant by the Louisiana Department of Education.

On motion of Mr. Daniels, seconded by Mr. Wilson, that the Board hereby approve Mamie Howard as part-time custodian for 9 months at Marthaville Elementary School.

 

YEAS: Walker, Ward, Daniels, Wilkerson, Henry, Wilson, Thomas, Hall, and Moss.

NAYS: None.  ABSENT: Leon and Roque.         (Carried)

 

On motion of Mr. Wilson, seconded by Mr. Henry, that the Board hereby approve the Job Skills Education Program (JSEP) at Natchitoches Junior High School for the 1997-98 school year.

 

YEAS: Walker, Ward, Daniels, Wilkerson, Henry, Wilson, Thomas, Hall and Moss.

NAYS: None.  ABSENT: Leon and Roque.            (Carried)

 

After much discussion among members of the Board, on motion of Mr. Wilson, seconded by Mr. Thomas, that a second coordinator position be approved for a period of one year.

 

YEAS: Walker, Ward, Daniels, Wilkerson, Henry, Wilson, Thomas, Hall, and Moss.

NAYS: None.  ABSENT: Leon and Roque.              (Carried) 

 

On motion of Mr. Wilson, seconded by Mr. Ward, that the Board hereby approve Kathy Beebe as shuttle bus driver and monitor for Natchitoches Central High School at a rate of $1.50 per mile, plus minimum wage for 6.5 hours daily.

 

YEAS: Walker, Ward, Daniels, Wilkerson, Henry, Wilson, Thomas, Holland, and Moss.

NAYS: None.  ABSENT: Leon and Roque.                (Carried)
