PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD FEBRUARY 6, 2001                                              

                                              

A regular meeting of the Natchitoches Parish School Board was held Tuesday, February 6, 2001, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:    Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Rudolph Leon, Jr., Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile E. Metoyer, and Joella Wilson.      Absent:  Bobby R. Thomas.      Mr. Wilson came in late.   

 

The meeting was called to order by Vice-President Daniels, followed by an invocation by Mr. Leon and Pledge of Allegiance by Mrs. Wilkerson.

  

Students of the Year Awards were presented to all winners by Ms. Gwen Antee-Hardison.  Parish winners in each area were:

 

Elementary:       Haley Nicole Warrick-North Natchitoches Elementary School

Junior High:       Agnes Elaine Hall-NSU Middle Lab School

High School:      David John Laborde-Natchitoches Central High School

  

Crystal Manning and Amber Ball, students at Natchitoches Central High School, were recognized by Dr. Elwanda Murphy and Mr. Ronnie Waites for participation in the Super Bowl activities in Florida.

 

Dr. Murphy announced February 5-9, 2001, as National School Counseling Week and recognized school counselors throughout the parish. 

 

Mr. Wilson appointed the following committee chairpersons.

 

        A. Mrs. Julia Hildebrand   -  Personnel Committee

        B. Mr. Russell Danzy  -   Finance Committee.

        C. Mr. Carroll Daniels  -   Executive   Committee     

 

On motion of Mr. Metoyer, seconded by Mr. Leon, and with a unanimous voice vote, the Board agreed to continue to function as a committee of the whole.

 

On motion of Mr. Daniels, seconded by Mr. Walker, and with unanimous consent, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of January 18, 2001.

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:      

 

B.         Out of State Travel:  

 

(1)         Elwanda Murphy, Ralph Wilson, Joella Wilson, Carroll Daniels, Julia Hildebrand and Emile Metoyer, travel to San Diego, California, March 23-27, 2001, to attend the National School Board Association Convention.   Paid by general fund.

(2)         Mike Brown, Dennis Breland,  and Baseball Team, travel to Lufkin, Texas,  February 6, 2001, for a scrimmage with Lufkin High School.

(3)         Shasta Daniels, travel to San  Diego, California, March 23-27, 2001, to attend the National School Board Association Convention.   No substitute required and no cost to the Board.        

(4)         Judy Mondello, teacher, NSU Elementary Lab School, travel to St. Louis, Missouri, April 14-17, 2001,  to attend the International Reggio Conference.    Funded by school budget.  Substitute  required.

(5)         Cheryl Johnson, special education department, travel to Kansas City, Missouri, April 17-22, 2001, to attend the CEC Convention and Exposition.   Funded by IDEA, Part B.

(6)         Sue Creighton and Chris Evans, teachers, NSU Elementary School, travel to Houston, Texas, April 4-6, 2001, to chaperone students in the gifted program to NASA.    No funding requested and no substitutes required.

(6)        Belinda Hearnes, East Natchitoches Elementary, additional 1.6 miles, cost of $355.20.  

(7)        Pat Hall, Marthaville Elem./Jr. High, loss of 1.8 miles, savings of $423.90.

(8)        Gwendolyn Cole, Provencal Elem./Jr. High, additional 10 miles, cost of $989.52.

(9)        Patrice Parker, Natchitoches Central High School, additional 1.7 miles, cost of $271.78.

(1)        Darlene Dickson   (Previously approved to purchase a bus in October 2000, but was unable to buy that particular bus and purchased a smaller one instead).

(1)        Kevin Trichel, bus driver, Natchitoches Central High School, effective February 1, 2001.

(1)        Linda Babers, secretary, Parks Elementary School, effective  January 3, 2001.

Mr. Danzy presented the Finance Report.

 

No action was taken on the proposal for school bus lease, service/maintenance, and bus routing.

             

Mr. Vandersypen presented the monthly Budget Status Report.

 

On motion of Mr. Leon, seconded by Mr. Walker, and with unanimous consent, the Board approved the following finance agenda items:                

 

1.         Ashley Raggio, student worker, for Parks Elementary School Even Start  Program, 5 hours per day, 5 days per week for 16 weeks at$5.15 per hour for a total of $2,060.00.  Funded by Even Start due to increased enrollment of families.

 

2.         Christine  Prewitt, Even Start teacher, for evening classes at Parks Elementary School, 2 hours per night at $20.00 per hour, 2 nights per week for 18 weeks at a total cost of $1,440.00.  Funded by Even Start State Wide Initiative Grant. 

 

3.         Jackline Stafford, Even Start paraprofessional,  for evening classes at Parks Elementary School, 2 hours per night at $7.50 per hour, 2 nights per week for 18 weeks at a total cost of $540.00.  Funded by Even Start State Wide Initiative Grant.

 

On motion of Mr. Danzy, seconded by Mr. Walker, and unanimously carried, the Board approved the General Fund  Budget Revisions. 

 

On motion of Mr. Walker, seconded by Mr. Leon, and with unanimous consent, the Board approved a driver=s education class at Lakeview High School from February 20-March 16, 2001, from 3:00 p.m. to 6:00 p.m.   The class will be taught by Kenneth Trahant and Vickie Sewell contingent on no conflict with other duties.  Funded by fees collected from students.       

 

On motion of Mrs. Hildebrand, seconded by Mr. Danzy, and unanimously carried, the Board approved Jennie Carolyn Guin, teacher, for after-school tutoring at Fairview Alpha Elementary for  three (3) hours per week at $20.00  per hour for fourteen (14) weeks at a total cost of $840.00.   Funded by Title I.

 

On motion of Mr. Metoyer, seconded by Mrs. Wilson, and with   unanimous voice vote, the Board approved Mandy Scarborough, teacher, for computer literacy instruction for adults at Cloutierville Elem./Jr. High School for  (4) four hours per week at $20.00 per hour for twenty (20) weeks at a total cost of $1,600.00.  Funded by Even Start State Initiative Grant.

 

On motion of Mrs. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board approved  Mary Walker,  teacher, for computer literacy instruction for adults at Parks Elementary School, for (6)  hours per week at $20.00 per hour for twenty (20) weeks at a total cost of $2,400.00.    Funded by even Start State Initiative Grant.  

           

On motion of Mrs. Wilson, seconded by Mrs. Wilkerson, and with unanimous voice vote,  the Board approved REA Tutors at $6.00 per hour for 1 hour three days a week for Parks Elementary, Fairview Alpha Elementary and North Natchitoches Elementary per attached list.   Funded by REA Tutorial Assistance Program.

 

On motion of Mr. Metoyer, seconded by Mrs. Wilson, and unanimously carried, the Board approved four tutors to work with parish special education students for LEAP Remediation at $7.50 per hour for 66 hours not to exceed $3,500.00 per person.  Funded by IDEA, Part B, Section 611.

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mr. Metoyer, seconded by Dr. Bienvenu, and with unanimous consent, the Board approved the following personnel agenda items:

 

1.         Odell Cobb, teacher, North Natchitoches Elementary School, replacing Mozelle Cote.

2.         A revised list of LEAP 21 Tutors for Fall 2001.

 

On motion of Mrs. Hildebrand, seconded by Mr. Danzy, and unanimously carried, the Board approved Greg O'Quinn to replace Shauna Hicks as Natchitoches Central High School cheerleader sponsor for the second semester.    

  

Mr. Daniels presented the Executive Report.

 

Mrs. Pat Thurman, Interim Director, Region VI presented an overview of the   lesson plan format for the parish.

 

Dr. Murphy gave a detailed synopsis of employee evaluation procedures for all job classifications in the school system. 

  

On motion of Mr. Danzy, the Board adjourned.
