PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD ON AUGUST 8, 2002

                                                 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, August 8, 2002, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present: Cecil Walker, Carroll Daniels, Dorothy Wilkerson, Ralph Wilson, Bobby E. Thomas, Julia Hildebrand, Millard J. Bienvenu, Russell E. Danzy, Emile Metoyer, and Gladys Revels.  Absent: Joella Wilson.

 

The meeting was called to order by President Wilson, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mr. Metoyer.

 

Under Superintendent/Staff Reports, the Board recognized:

 

            1.         Ramona Cason, Principal of Fairview Alpha Elementary  School, upon her retirement from the Natchitoches Parish School Board.

 

Reports were received from:

 

            1.         Sheriff Victor Jones on ”Character Links”

            2.         Senator Foster Campbell on Education in Louisiana

            3.         Dr. Elwanda Murphy on monthly update

 

 

On motion of Mr. Metoyer, seconded by Dr. Bienvenu, that the Board does hereby approve implementing the 4 X 4 Block Plan at Natchitoches Central High School including senior scheduling and graduation requirements.

 

YEAS:    Walker, Daniels, Wilkerson, Wilson, Thomas, Hildebrand, Bienvenu, Danzy, Metoyer and Revels.   NAYS:    None.     ABSENT:   None.   

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, and with unanimous consent, the Board approved the following consent agenda items:

Mr. Danzy presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mr. Thomas, and unanimously carried, the Board approved the following finance agenda items:

 

            1.         The low bid meeting specifications of RDS Construction, Inc., in the amount of $431,100.00 and authorized the Board President to sign the necessary papers for an all-weather track at Natchitoches Central High School per attached bid compilation.

 

            2.         The 8(g) competitive grant: ”r;Science in the Galaxy” for the 2002-03 school year in the amount of $52,500.  

 

            3.         Authorizing loans from General Fund to District BRE Accounts for necessary expenditures until tax revenues are received in January 2003.

                 

            4.         Authorizing up to $3,000,000 in Certificates of Indebtedness per attached resolution as provided by legal counsel Foley & Judell.

                       

            5.         A Rapides Foundation Extension Education Initiative Grant for Natchitoches Central High School in the amount of $25,000.00.

                 

            6.         A Rapides Foundation Extension Education Initiative Grant for Lakeview Jr./Sr. High School in the amount of $25,000.00.

                               

            7.         A contract in the amount of $200.00 with Dr. Suzanne Kimball, audiologist, Nicholls State University, to present a workshop from 8:30 a.m. to 11:30 a.m. on hearing disorders to parish nurses.   Funded by Title I.             

 

On motion of Mr. Thomas, seconded by Mr. Metoyer, the Board unanimously approved Alexandra  Antwine, student worker, Title I Media Center, continuation of employment at $6.00 per hour for 4 hours per day for 190 days.  Funded by Title I.   

 

On motion of Mrs. Revels, seconded Mr. Metoyer, and with unanimous consent, the Board approved the following finance agenda items:

 

            1.         A Rapides Foundation Extension Education Initiative Grant for NSU Elementary Lab School in the amount of $25,000.00.    

 

            2.         A Rapides Foundation Extension Education Initiative Grant for Cloutierville Elem./Jr. High School in the amount of $25,000.00.

              

On motion of Mr. Thomas, seconded by Mr. Walker, that the Board hereby accept the proposal of Trane for energy performance contracting services with the inclusion of a detailed audit of Natchitoches Parish Education Facilities and authorize the staff  to negotiate a contract and sign the necessary documents.

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, that the Board does hereby table the decision to select a company for energy performance contracting services until August 15, 2002, at a special-called meeting of the Board.

On motion of Mrs. Hildebrand, seconded by Dr. Bienvenu, and with unanimous consent, the Board approved the attached annual leave policy.

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Dr. Bienvenu, the Board unanimously approved the following personnel agenda items:

On motion of Mrs. Hildebrand, seconded by Mrs. Wilkerson, and with unanimous consent, the Board approved the following transfers/reassignments:

 

            A.         Rick Tinco, from head custodian to 12 month regular custodian,   Lakeview Jr./Sr. High School.

            B.         Thomas Randolph, from 9 month custodian, Natchitoches Central High School, to 12 month custodian, North Natchitoches Elementary School, replacing John Adams.

            C.         Judy Ashcraft, LA 4 teacher, from Cloutierville Elem./Jr. High School to Weaver Elementary School.

            D.         Amanda Scarborough, librarian, from Cloutierville Elem./Jr. High School to East Natchitoches Elementary School, replacing Kay Gilson.

            E.         Connie Lincoln, paraprofessional, from Weaver Elementary School to North Natchitoches Elementary School, replacing Kathy Shaw. 

            F.         Dian Jones, paraprofessional, North Natchitoches Elementary School, from general fund to LA- 4, new position.

            G.         Elaine Simmons, teacher, from Natchitoches Junior High School, to Natchitoches Central High School, replacing Richard Ratliff.

 

On motion of Mrs. Revels, seconded by Mrs. Hildebrand, the Board unanimously approved two-year performance contracts for:

 

                        *  Alice M. Rachal - Director of Federal Programs

                        *  Cynthia C. Johnson-Winston - Director of Special Education

                        *  Jacqueline L. Watson - Principal, Cloutierville Elem./Jr. High School

                        *  Shirtee Evans, Jr. - Assistant Principal, Lakeview Jr./Sr. High School

                        *  Jonathan Drew Moore - Principal, NSU Middle Lab School

                        *  Cynthia P. King - Coordinator, Parks Elementary School

 

On motion of Mrs. Hildebrand, seconded by Mr. Danzy, and with unanimous consent, the Board approved teachers returning for the 2002-2003 school year per attached list.

 

On motion of Mr. Thomas, seconded by Mr. Walker, the Board unanimously approved transferring Michael Neklutin, from assistant principal at Natchitoches Central High School to assistant principal at  Lakeview Jr./Sr. High School. 

 

On motion of Mrs. Revels, seconded by Mrs. Wilkerson, and with unanimous voice vote, the Board approved Jimmye Holmes as principal at NSU Elementary Lab School replacing Susan Taylor.    

 

Mr. Daniels presented the Executive Report.

 

On motion of Mr. Walker, seconded by Mrs. Wilkerson, the Board convened into executive session to discuss the evaluation of the superintendent.

 

On motion of Mrs. Hildebrand, seconded by Mr. Walker, the Board adjourned out of executive session.

 

On motion of Mrs. Wilkerson, seconded by Dr. Bienvenu, the Board unanimously extended the contract of Superintendent Elwanda Murphy from July 1, 2003, to December 31, 2004.

 

On motion of Mr. Thomas, the Board adjourned.
