OF NATCHITOCHES PARISH SCHOOL BOARD

HELD MARCH 18, 2004

 

A regular  meeting  of the  Natchitoches  Parish School Board was held on Thursday, March 18, 2004, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Julia Hildebrand, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy Benefield and Carl Means.    Absent:   Ralph Wilson and Millard J. Bienvenu.

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mr. Benefield.

 

Under Superintendent/Staff Reports, the Board received a monthly update from Dr. Elwanda Murphy.   Dr. Murphy reported that Natchitoches Central High School will receive $28,252 and Marthaville Elementary/Junior High School will receive $10,400 for meeting and exceeding their goals on state school accountability testing. 

                                                

On motion of Mrs. Wilson, seconded by Mr. Walker, and with unanimous voice vote, the Board approved the following consent agenda items:            

        

 1.        Adoption of Agenda.

 

 2.        Approval of Minutes of February 12, 2004

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:

                      

B.         Out of State Travel:

 

(1)        Vickie Sketoe and Lisa Richard, teachers, Lakeview Jr./Sr. High School, travel to Biloxi, Mississippi,  on April 29 - May 2, 2004, to The Biloxi Basketball Coaching Clinic with no expense to the Board other than substitutes.

(2)        Reneva Trahant and Lydia Keyser, teachers, Natchitoches Central High School,  travel to Biloxi, Mississippi, March 26-29, 2004, to chaperone students to the Annual Key Club District Convention with no expense to the Board other than substitutes.

(3)        Mary Lynne Marquardt and Theresa Hamilton, teacher and principal, North Natchitoches Elementary School,  travel to Reno, Nevada, April 3-6, 2004, to attend the International Reading Association Convention.  Funded by Title  I.

(4)        Terence Vinson, Monia Jackson, Sherlunde Anderson, and Shannon Gordon, teachers, Natchitoches Junior High School, travel to Houston, Texas, May 23, 2004, to chaperone students to the Houston Aquarium and Math Day.   Funded by IDEA.

(5)        Pamela Alex, Gwendolyn Ratliff, Brandye Johnson, George Ann Snelling, Gloria Wilson and Linda Franklin, teachers and paraprofessionals, Parks Elementary School, travel to Palestine, Longview and Marshall, Texas, April 22, 2004, to chaperone students on field trip - Westward Expansion-Modes of Transportation.  Funded by IDEA.

(6)        Gwendolyn Robinson, Trichel Sykes, Sharon Nelson, and Valerie Perot, teachers, paraprofessionals and tutor, East Natchitoches Elementary School, travel to Palestine, Longview, and Marshall, Texas, April 22, 2004, to chaperone students on field trip-Westward Expansion-Modes of Transportation.  Funded by IDEA.

 

C.         School Bus Routes Changes:   

(1)        Irene Breda, NSU Elementary Lab, increase of 1.4 miles, cost of $172.80.

(2)        Eddie Carpenter, Cloutierville Elem./Jr. High School, increase of 1.81 miles, cost of $323.19.

(3)        Annie Joseph, Lakeview Jr./Sr. High School, increase of 1.6 miles, cost of $236.38.

(4)        Tommy Settle, Marthaville Elem./Jr. High School, increase of 2 miles, cost of $183.48.

(5)        Janie Raggio, Natchitoches Central High School, increase of 10.79 miles, cost of $1,012.51.

(6)        Coleman Eli, Weaver Elementary School, increase of 1.02 miles, cost of $203.67.

(7)        Tracy Davis, Provencal Elem./Jr. High School, increase of  54.10

miles due to high water, cost of $41.13.

G.         Retirements:

 

(1)        Lydia Kilgore, paraprofessional, Marthaville Elem./Jr. High School, effective 5-28-04.

                        (2)        Daniel Butler, teacher, Natchitoches Central High School, effective 4-1-04 for disability retirement.

 

H.         Requests for Leave:

 

(1)        Regina Pierce, teacher, Provencal Elem./Jr. High School, sabbatical leave for professional and cultural improvement for the 2004-2005 school year.

I.          Termination:     

 

Mrs. Joella Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mr. Means, and unanimously carried, the Board accepted the bid of Regional Construction, L.L.C. for demolition of a wood-framed building at Marthaville Elem./Jr. High School per attached bid.

 

The resolution providing for canvassing the returns and declaring the result of the special election held in the Parish of Natchitoches, State of Louisiana, for school purposes, on Tuesday, March 9, 2004, to authorize the levy of a sales and use tax therein will be voted on April 15, 2004, instead of April 8, 2004, due to Easter vacation.

 

On motion of Mr. Metoyer, seconded by Mr. Means, the Board unanimously approved the following finance items:

 

1.         The Safe and Drug-Free Schools and Communities School Contacts/Natural Helper Sponsors for the 2003-2004 School Year per attached list.

 

2.         The Letter of Intent for The Rapides Foundation Systemic Initiative Planning Grant for 2003-04 in the amount of $19,800.00. 

 

3.         The LEAP 21 Summer Remediation Grant for 4th and 8th grade ELA Math Summer School 2004 in the amount of $133,799.00.

              

4.         A Carl Perkins FY 03 Carryover Vocational  Education Basic Grant in the amount of $2, 747.00. 

 

On motion of Mr. Means, seconded by Mr. Metoyer, and with unanimous voice vote, the Board approved  an in-service for career and technical teachers and counselors to be held on April 26, 2004, from 3:30 p.m. to 5:30 p.m.   Participants will be paid $20.00 per hour for two hours, not to exceed $40.00 per teacher.  The in-service will be conducted by Patrick Merrick and Martha Sealy of the State Department of Education  and cover such topics as Carl Perkins, Industry Based Certification and the State Summer Institute. Funded by Carl Perkins.   Participants are:

On motion of Mrs. Revels, seconded by Mr. Metoyer, the Board  approved the following finance items:

 

1.         Patti Breland, North Natchitoches Elementary School, as Second Step Trainer of Trainers at that school for $20.00 per hour not to exceed $500.00.   Funded by grant from Office of Mental Health.      

 

2.         Richard Dale Higginbotham to be paid $175.00 per day for 2 days for the evaluation of students for the Talent Program.   Testing will be done on March 6 and 7, 2004, for a total of $350.00.   Paid by State Gifted Funds.

 

3.         Herbert Baptiste, Sr. to be paid $175.00 per day for 2.5 days for the evaluation of students for the Talent Program.  Testing will be done on March 6, 20 and 27, 2004, for a total cost of $437.50.   Paid by State Gifted Funds.

 

On motion of Mrs. Revels, seconded by Mrs. Wilson, and with unanimously carried, the Board approved the following:

 

1.         Carol Garcia, Donna Prothro, Callie Richardson, and Amanda McClain to tutor students for the GEE 21 at Natchitoches Central High School.  Tutoring will be March 1-4, and 8-11, 2004, from 5:30 - 7:30 p.m. Tutors will work for a total of 16 hours at $20.00 per hour for a cost of $320.00 per teacher.  Funded by EEF.

 

2.         INTECH Training at Fairview Alpha Elementary for 15 teachers at $20.00 per hour for 30 hours each for a total of $9,000.00 and Christy Schutz at $50.00 per hour for 30 hours for a total of $1,500.00 The grand total is $10,500.00 and funded by Title I Schoolwide Budget.  The training is for 3 days per week from 4 to 6 p.m. for 5 weeks starting March 22, 2004.

                    

3.         A salary proposal from Hines, Jackson and Hines for the accounting department relative to the Government Accounting Standards Board Statement No.34.   

 

On motion of Mr. Means, seconded by Mr. Danzy, and with unanimous consent, the Board approved Donna Beaubeouf to conduct "Establishing Literature Circles in the Classroom to Improve Reading Comprehension" professional development to faculty at Fairview Alpha Elementary after school for 4 hours per month beginning March 2004 and ending May 2004, at $50.00 per hour.  Participating teachers to be paid $20.00 per hour.  Funded by Title I School-Wide Budget and Professional Development Funds.  

 

On motion of Mr. Metoyer, seconded by Mr. Means, the Board unanimously approved a contract with First Choice Therapy, Inc. for physical therapy and occupational therapy services.    

 

Mrs. Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, and unanimously carried, the Board approved the following personnel items:

 

A.         Theresa Marr, teacher, Weaver Elementary School, replacing Vickie Gahagan for the remainder of the year.

B.         Julius LaCaze, teacher, Fairview Alpha Elementary School, replacing Amy Fisher for the remainder of the year.

C.         Calvin Payton, maintenance/plumber, 12 month employee.

D.         Patti Breland, returning from sabbatical leave as behavior interventionist,   North Natchitoches Elementary School,  9  month employee, effective 01-12-04.    To be paid by Title I School-Wide Budget.                       

E.         John Avant, teacher, from Natchitoches Education Center to Natchitoches Central High School, effective 2-23-04.

F.         Erma Johnson, Even Start paraprofessional, from Parks to Natchitoches Education Center, and from 11 months to 9 2 months.

G.        Sharekia Winn, Even Start paraprofessional, from Parks to Natchitoches Education Center infant and toddler program, due to increased enrollment.

H.        The following coaches a third supplement of $500.00 for teaching indoor track:

I.          Kalponia Hooper, tutor, After School For All, Weaver Elementary replacing Kwanteece Bobb, at $5.15 per hour not to exceed 35 hours per week.

J.          Kenneth McLaren, coach, Lakeview Jr./Sr. High School.

 

Mr. Danzy presented the Executive Report.

 

On motion of Mrs. Revels, seconded by Mr. Metoyer, and with unanimous consent, the Board authorized  a resolution for the reauthorization of Child Nutrition Programs and elimination of reduced price school meals be sent to the State=s Congressional delegation in Washington, D.C.,  per attached resolution.

 

On motion of Mr. Benefield, seconded by Mr. Danzy, and with unanimous consent, the Board suspended the rules to add an item to the agenda.

 

By joint resolution, the Board authorized the Superintendent to send a letter to the editor of the newspaper thanking voters for having faith in the school system and supporting the one-half cent sales tax that was passed on March 9, 2004, per attached letter.

 

On motion of Mr. Walker, the Board adjourned.
