PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD NOVEMBER 11, 2004                                 

 

A regular meeting of the Natchitoches Parish School Board was held on Thursday, November 11, 2004, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present: Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Means.

 

Under Superintendent/Staff Reports, the Board received reports on the following:

 

A.         Board Updates from Dr. Elwanda Murphy.    

            B.         21st Century Grant presented by Daphana McAllen.

C.         Early Step Program by Mandy Perdue from the Department of Health and

Hospitals.

 

On motion of Mr. Walker, seconded by Mrs. Revels, and unanimously carried, the Board approved the following consent agenda items:    

   

 1.        Adoption of Agenda.

 2.        Approval of Minutes of October 14, 2004

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:          

 

B.         Out of State Travel:

 

(1)        Christopher J. Bush, coach, Natchitoches Central High School,   travel to Allen, Texas, December 9-13, 2004, to chaperone the varsity boys basketball team to play in a tournament.  At no cost to the Board.

(2)        Ametrice Williams, Natchitoches Junior High School, travel to Plantersville, Texas, November 13-15, 2004, to chaperone Team C students to the Texas Renaissance Festival.    At no cost to the Board.

(3)        Margaret B. Garland, teacher, Natchitoches Central High School, travel to New Orleans, Louisiana, November 11-19, 2004, to chaperone Kayla Pitcher to the FBLA National Fall Leadership Conference.  Permission is being requested for travel money only for student and teacher according to Board Policy.

(1)        Jamie Anding, special education teacher, North Natchitoches Elementary School, effective October 22, 2004.

(1)        Murleen Friday, bus driver, effective September 19, 2004.

(2)        Kay Knotts, special education teacher, NSU Elementary School, effective December 31, 2004.

 

H.         Requests for Leave:

 

(1)        Francine W. Cook, teacher, Provencal Elem./Jr. High School, sabbatical medical leave for second semester of school year 2004-2005.

(2)        Connie Brister, teacher, Natchitoches Educational Center, sabbatical leave for professional and cultural improvement for second semester of school year 2004-2005.        

 

Mrs. Joella Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Metoyer, seconded by Mr. Means, that the Board hereby approve the following finance agenda items:

 

A.         Stipends for 17 teachers at $20.00 per hour for 6 hours for a total of $120.00 per teacher for attending TAPP Training at Cypress Bend Resort.  Funded by Title I.   A list of teachers is attached.

   

B.         The following teachers in the LA4 Preschool/After School Program at $20.00 per hour for 2.5 hours per day for 4 days per week-Sue Breedlove, Betty Bryant, Kelly Scott, and Sharon Leone.  Freda Bush and Charlotte Salley are paraprofessionals to be paid at $7.50 per hour for 2.5 hours per day for 4 days per week.   Funded by LA4.     

 

C.         A contract with the Lloyd J. Rockhold Center for Child Development with the LSU Health Sciences to conduct evaluations of all PreK students within the Natchitoches Parish School District.  The evaluations will include the analysis of information collected from the Intake Form, Pretest and Post-test on the Developing Skills Checklist Assessment. The cost is $3,974.00 and funded by Title I. 

 

D.         Technology professional development courses at Fairview Alpha    Elementary School to be held twice monthly in November and December, 2004, from 3:00 p.m. to 4:00 p.m. for 25 teachers at $20.00 per hour for 4 hours for a total of $2000.00.  Funded by Title I.   

 

E.         Christy Schutz, instructor, to provide technology professional development at Fairview Alpha Elementary School twice monthly in November and December at $50.00 per hour for 4 hours for a total of $200.00.   Funded by Title I.  

 

F.         Terminating the lease of Lane and Lucille Foshee for the 160 acres in the 16th Section land and authorize the superintendent to advertise the property for lease.  

 

G.        Contracting with Yeager, Watson and Associates on a contingency basis to draft bid documents and estimate cost for the proposed construction of restroom facilities at the Marthaville Elem./Jr. High School.

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and unanimously carried, the Board approved the following personnel:

 

A.         Sonya Hall, child specific aide for special education, Natchitoches Central High School, replacing Amy C. Thompson.      

B.         Natosha Johnson, special education aide, Lakeview Jr./Sr. High School, replacing Jeraline Pugh.

C.         Dianna Latchie, custodian, nine months, East Natchitoches Elementary School, due to increased enrollment.     

D.         Jacqueline Crew, special education teacher, NSU Elementary Lab, replacing Kay Knotts, effective January 3, 2005.

E.         Eric Aaron, HVAC mechanic, maintenance department.

  

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following transfers/reassignments:

 

A.         Amy C. Thompson, from child specific aide in special education at Natchitoches Central High School to teacher at North Natchitoches Elementary School, replacing Jamie Anding.

B.         Donna Deason, from LA4 teacher to kindergarten teacher, Provencal Elem./Jr. High School, replacing  Francine Cook for the second semester of 2004-05.

 

On motion of Mr. Wilson, seconded by Mr. Walker, that the Board hereby approve the salary schedule for the Human Resource Secretary and Executive Secretary.

 

YEAS:    Walker, Daniels, Wilson, Hildebrand, Bienvenu, Danzy, Metoyer, J. Wilson, G. Revels, Benefield and Means.     NAYS:    None.     ABSENT:   None.           (Carried)

 

Mr. Russell Danzy presented the Executive Report.

 

There were no items to be voted on in the Executive Report.

 

On motion of Mr. Walker, seconded by Mrs. Revels, the Board adjourned.
