PROCEEDINGS OF REGULAR MEETING

OF NATCHITOCHES PARISH SCHOOL BOARD

HELD JULY 14, 2005                                          

                                                

A regular meeting of the Natchitoches Parish School Board was held on Thursday, July 14, 2005, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer,  were present:    Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu,  Russell Danzy, Joella Wilson, Gladys Revels, Billy Benefield and Carl Means.   Absent:   Emile Metoyer.

 

The meeting was called to order by President Danzy, followed by an invocation by Mrs. Hildebrand and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/Staff Reports, Dr. Murphy presented the Board Update which included the parish test scores and report of sales tax collection for the parish.         

 

On motion of Mr. Walker, seconded by Mrs. Revels, and with unanimous consent, the Board approved the following consent agenda items:

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of June 9 and June 15, 2005

 

 3.        FINANCE ITEMS:

 

A.         Payment of Bills:      July 

        

B.         Out of State Travel:

 

(1)        Ronnie Waites, Principal, Natchitoches Central High School, travel to Washington, D. C., July 26-August 1, 2005, to attend the NASSP/LAP Leadership Training.  At no cost to the Board.

(2)        Bobby E. Kellogg, Senior Aerospace Science Instructor, Lakeview Jr./Sr.  High School, travel to Houston, Texas, September 8 - 10, 2005, to chaperone cadets to the Johnson Space Center and NASA Laboratories.   At no cost to the Board.

(3)        Wesley Birdwell, FFA student, Natchitoches Central High School, travel to Gillette, Wyoming, July 14-24, 2005, to participate in National High School Rodeo Finals.  To be funded according to Board policy.

Mr. Billy Benefield, Jr. presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, the Board unanimously approved the following finance agenda items:

 

1.         The 8(g) Superior Textbook Grant Allocation in the amount of $6,805.00.      

2.         Payment of the annual dues to the Louisiana School Boards Association in the amount of $9,014.00.  

                        3.         The Natchitoches Tax Commission Budget for 2005-06.

4.         A contract with Annette Breaux to conduct a parish wide workshop for a total of $1,900.00 plus travel expenses.   Funded by Title IV (SDFSC).  

5.         A  resolution providing for the issuance of not exceeding Thirteen Million Nine Hundred Sixty Thousand Dollars($13,960,000 of General Obligation School Refunding Bonds, Series 2005, of School District No. 9 of Natchitoches Parish, Louisiana; prescribing the form, fixing the details and providing for the payment of the principal of and interest on such bonds and the application of the proceeds thereof  to the refunding of certain bonds of said School District; and providing for other matters in connection therewith including obtaining the proper signatures.  

6.         A grant between The Rapides Foundation and Natchitoches Central High School in the amount of $25,000 for 2005-2006.  

           

Dr. Millard Bienvenu presented the Personnel Report.

 

On motion of Mr. Wilson, seconded by Mrs. Joella Wilson, the Board approved the following personnel agenda items:

B.         Mary Pierce, special education teacher, East Natchitoches Elementary School, replacing Gwen Robinson.

D.         Jimmy R. Adams, teacher, Natchitoches Central High School, replacing Leonard Ted Fowler.

G.         Anita Dubois, 21st. Century Coordinator, funded by 21st. Century Grant, effective July 15, 2005.

2.         Transfers and/or Reassignments:

 

A.         Sharon Schaub from GED, Natchitoches Central High School, to school counselor, replacing Misty Alexander.

B.         Jacinta Foster, teacher, from Provencal Elem./Jr. High School to Cloutierville Elem./Jr. High School, replacing Willease Nolley.

C.         Margaret LaCour, teacher,  from Provencal Elem./Jr. High School to Cloutierville Elem./Jr. High School, replacing Virginia Taylor.

D.         Kerry Braden from teacher to Assistant Principal, Natchitoches Junior High School, replacing Mona Bamburg.        

E.         Jennifer Fralia, teacher, from Marthaville Elem./Jr. High School to East Natchitoches Elementary School, replacing Suzette Fiallos.

F.         Paula Ammons, preschool special education teacher, from Provencal Elem./Jr. High School to  North  Natchitoches Elementary School, replacing Linda Barker.         

 

            3.         Other Personnel Assignments:

 

A.         Glenda Johnson, paraprofessional for ESYP, July 5-21, 2005, Parks Elementary School.  Funded by IDEA at $7.50 per hour, not to exceed $412.50.

B.         Crissey Smith, counselor, Lakeview Jr./Sr. High School, and Jeff Johnson, counselor, Natchitoches Central High School, for the last half  of July for data collection and entry of Career and Technical Education information.  The employment is not to exceed 16 hours each at $20.00 per hour for a total of not more than $320.00.   Funded by the 2005-06 Carl Perkins Grant. 

 

            4.         Rescinding retirement of  Yvonne Deen.

 

5.         ROTC contracts for:

 

A.         Lt. Col Christopher Sylvia            (12 months)

B.         Major Bobby E. Kellog, Jr.          (12 months)

C.         SFC Jerome Jenkins                  (11 months)

Mr. Carl Means presented the Executive Report.

 

On motion of Mr. Means, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following executive items:

 

            1.         The Pupil Progression Plan for 2005-06.

 

            2.         The attached amendment to the Natchitoches Parish Test Security Policy. 

            3.         An addendum to the Natchitoches Parish District Technology Plan for 2006-07.   

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, the Board unanimously approved the advertising of designated portable buildings to be sold.

  

On motion of Mrs. Revels, seconded by Mr. Means, the Board adjourned.
