NATCHITOCHES PARISH SCHOOL BOARD

HELD JULY 13, 2006

                                       

A regular meeting of the Natchitoches Parish School Board was held on Thursday, July 13, 2006, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Elwanda Murphy, Secretary-Treasurer were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard J. Bienvenu, Russell Danzy, Emile Metoyer, Joella Wilson, Gladys Revels, Billy J. Benefield and Carl Means.  Absent:   None.

 

The meeting was called to order by President Danzy, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Walker.

 

Under Superintendent/Staff Reports, Dr. Murphy presented the monthly board update.

      

On motion of Mr. Walker, seconded by Mr. Wilson, and with unanimous consent, the Board approved the following consent agenda items:   

 

 1.        Adoption of Agenda.

 2.        Approval of Minutes of June 8 and 20, 2006

 3.        FINANCE ITEMS:

 

A.         Payment of Bills: July         

B.         Out of State Travel:

 

(1)        Codie Poe and Wesley Birdwell, FFA students, Natchitoches Central High School, travel to Springfield, Illinois, July 22 -30, 2006, to participate in National High School Rodeo Finals.  To be funded according to Board policy.

 

            C.         School Bus Routes Changes:

 

(1)        Sharon Jennings, North Natchitoches Elementary School, increase of .4 miles, cost of $10.81.

(1)        Kiley Timmons,  teacher, Marthaville Elem./Jr. High School, effective June 22, 2006.

(2)        Stacey Yuja, speech therapist, NSU Elementary Lab School, effective June 29, 2006.

(3)        Wanda Clark, special education teacher, North Natchitoches Elementary School, effective July 20, 2006.

(4)        Stacey McCain, teacher, Natchitoches Junior High School.

(5)        Kelly Savell, secretary, Weaver Elementary School.

 

G.         Retirements:

 

(1)        Lee Arthur White, 12 month custodian, Natchitoches Central High School, effective September 19, 2006.

(2)        Charles Herrington, principal, Marthaville Elem./Jr. High School, effective August 1, 2006.

 

H.         Requests for Leave:

 

(1)        Lisa L. Wiggins, NSU Elementary School, leave without pay for the 2006-2007 school year.

(2)        Laura Hogg, Provencal Elem./Jr. High School, leave with pay for the 2006-2007 school year.  

 

Mr. Billy Benefield, Jr., presented the Finance, Facilities and Insurance Report.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, and unanimously carried, the Board approved Imperial as the lowest bid meeting specifications for pest control service for 2006-2007.

 

On motion of Mr. Benefield, seconded by Mr. Walker, and with unanimous consent, the Board approved the attached bid of Ferrellgas for 2006-2007.

 

On motion of Mr. Daniels, seconded by Mr. Walker,  the Board unanimously approved changing the fuel supplement for bus drivers be changed from gasoline base to diesel base.

                             

On motion of Mr. Benefield, seconded by Mrs. Revels, and with unanimous voice vote, the Board approved the following:

 

1.         Permission to advertise for RFP's for a land management company to develop and execute a management plan for all 16th section land.

 

2.         The establishing of a Board committee to study the recommendations of the energy company regarding fees for the used of school facilities by private, commercial, community or religious groups.  The committee will bring back recommendations for the Board to study as a whole to determine what is feasible and what is usable. 

 

On motion of Mr. Wilson, seconded by Mrs. Hildebrand, the Board approved paying annual dues to Louisiana School Boards Association in the amount of $9,110.00.

 

On motion of Mr. Benefield, seconded by Mr. Wilson, the Board unanimously approved the following finance items:   

  

            1.         The Rapides Foundation District-Wide Professional Development Grant for 2006-2007 for the improvement of student academic achievement in literacy and math in the amount of 250,000.00.

 

2.         A contract between Dr. Marcia Tate, nationally known instructional strategist, and Natchitoches Parish School Board to provide additional training for all K-12 ELA teachers and administrators in the use of brain-research strategies as it applies to language arts. Dr. Tate will provide training from August 21-25, 2006, at a cost of $2,700.00 per day plus  expenses.  Funded by The Rapides Foundation Systemic Initiative and IDEA.

      

3.         A contract between Patricia Davenport, nationally known school-improvement consultant, and Natchitoches Parish School Board to provide training for data disaggregation and implementation of tutorials and enrichment as part of the 8-step PACE process in all schools in Natchitoches Parish. Ms. Davenport will provide training in June and August, 2006, at a cost of $3950.00 per day plus expenses.  Funded by The Rapides Foundation Systemic Initiative.

 

4.         A contract between Language Circle Enterprises and Priscilla Allen with Natchitoches Parish School Board to conduct a training course in the Story Form Intermediate (Grades 6-12) strand of Project Read.  Ms. Allen will provide training from August 7-8, 2006, for all 6-12 ELA teachers at a cost of $1300.00 per day plus expenses.  Funded by The Rapides Foundation Systemic Initiative.

 

5.         A contract between Dr. John Powers, nationally know author and motivational speaker for business and educational groups, and Natchitoches Parish School Board.  Dr. Powers will be the featured speaker for the district-wide opening of the school session August 14, 2006.  Cost for the day is $5000.00 plus expenses.  Funded through The Rapides Foundation Systemic Initiative and Title II.

 

6.         Contracts with NSU National Writing Project and Natchitoches Parish School Board for writing inservices on August 2-3, 9-10, 2006, in the amount of $5500.00 and for inservices with writing coordinators throughout the year from September 2006 - May 2007, in the amount of $1500.00.  Funded through The Rapides Foundation Systemic Initiative.

    

On motion of Mr. Benefield, seconded by Mr. Means, the Board unanimously approved extending the contract of IESI for waste management for 2006-2007.

                  

On motion of Mr. Wilson, seconded by Mr. Means, the Board approved the Natchitoches Tax Commission Budget for 2006-2007.

    

On motion of Mr. Benefield, seconded by Mr. Wilson, and with unanimous voice vote, the Board approved the Superior Textbook Grant for 2006-2007 in the amount of $3515.00.   

 

Dr. Millard Bienvenu presented the Personnel Report.

 

On the motion of Mr. Metoyer, seconded by Mrs. Wilson, and with unanimous consent, the Board approved:

    

1.         Transferring Jennifer Gray, Even Start paraprofessional, from 9 2 month position to 9 months.

 

2.         Transferring  Shirley Sneed,  teacher, Natchitoches Central High School from 11 month employee to 9 month employee .

                 

3.         Carissa Lynn Davis, summer leap tutor, Parks Elementary School, an increase of pay from $6.00 per hour to $7.50 per hour.

 

4.         Walter Johnson, tutor, After School for All at North Natchitoches Elementary School for 6.5 hours per day at $5.15 per hour.  He is replacing Josh Foshee.   Funded for After School for All.

  

5.         Shari Mahoney, tutor, at $5.15 per hour for 6 2 hours per day for the 21st Century Program at North Natchitoches Elementary School. Funded by 21st Century Grant.   

 

6.         Paying the following Lakeview and Natchitoches Central High School teachers a stipend of $80.00 per day at $10.00 per hour for attending workshops at the Louisiana Career and Technical Super Summer Institute, Sunday, July 23 through Friday, July 28, in New Orleans. This will be funded through the Carl Perkins 2006-2007 Grant.

On motion of Mrs. Hildebrand, seconded by Mrs. Wilson, the Board approved the following transfers and/or reassignments per attached list.

                  

On motion of Mrs. Wilson, seconded by Mrs. Revels, and with unanimous consent, the Board approved personnel per attached list.

 

On motion of Mr. Daniels, seconded by Dr. Bienvenu, the Board unanimously approved two-year performance contracts for the following:

 

                  *     Kathryn Hattaway, Supervisor, Child Nutrition Program

      *     Daphana McAllen, Supervisor, Elementary Education

                  *     Melanie McCain, Principal, NSU Elementary Lab School

                  *     Richard Watson, Supervisor, Secondary Education and Child Welfare

                        and Attendance

                  *     Larry Wayne Choate, Assistant Principal, Natchitoches Central High School   

 

On motion of Dr. Bienvenu, seconded by Mr. Wilson, the Board overwhelmingly approved the ROTC contracts for:

 

                 *      Lt. Col. Christoper Sylvia                     12 months         NCHS

                 *      Major Bobby Kellog, Jr.                       12 months         LHS

                 *      T. SGT Kenny Minchew                       11 months         LHS

                        1STSG Michael Selby                          11 months         NCHS

 

On motion of Mr. Means, seconded by Mr. Wilson, the Board approved  Marcia Williams,  teacher, Cane River Children's Service Summer Enrichment Program, from July 3 - August 4, 2006 at 3 hours per day for 5 days per week at $20.00 per hour for a total of $1,200.00.  Funded by Title I N&D.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, and with unanimous consent, the Board approved Christine Prewitt, Pre-K Coordinator, for coordinator's pay for 12 month employment.  She has been working in this position since 2003 with her salary based on a teacher's salary for 12 months.  Funded by Even Start.            

 

On motion of Mrs. Hildebrand, seconded by Mrs. Revels, that the Board hereby approve the following transfers of principals:

 

1.         Willa Freeman, from Fairview Alpha Elementary School to Provencal Elem./Jr. High School, replacing Ruth Kay.

2.         Ruth Kay, from Provencal Elem./Jr. High School to East Natchitoches Elementary School, replacing Laura McClain.

3.         Laura McClain, from East Natchitoches Elementary School to Weaver Elementary School, replacing Phyllis Thomas.

4.         Mona Bamburg, from Natchitoches Junior High School to Fairview Alpha Elementary School, replacing Willa Freeman.

 

YEAS:     Walker, Daniels, Hildebrand, Bienvenu, Metoyer, J. Wilson, Revels and Benefield.   NAYS:    Wilson, Danzy and Means. (Carried)

 

On motion of Dr. Bienvenu, seconded by Mr. Wilson, and unanimously carried, the Board approved David Elkins as Principal of Natchitoches Central High School.

 

Mr. Carl Means presented the Executive Report.

 

On motion of Mr. Wilson, seconded by Mrs. Revels, and with unanimous consent, the Board changed the name of North Natchitoches Elementary School to L.P. Vaughn Elementary and Middle School.     

 

On motion of Mr. Wilson, seconded by Mrs. Wilson, the Board approved  the attached resolution calling a tenure hearing in accordance with L.R.S. 17:443 to determine whether or  not Mrs. Janet Brookins should be dismissed or disciplined as a teacher in the Natchitoches Parish School System.

 

On motion of Mr. Wilson, seconded by Mr. Means, the Board officially named The Natchitoches Times as the official journal of the Natchitoches Parish School Board. 

 

On motion of Mr. Walker, seconded by Mr. Means, the Board overwhelmingly approved locally initiated agriculture electives for Lakeview High School.

 

On motion of Mr. Daniels, the Board adjourned.
