NATCHITOCHES PARISH SCHOOL BOARD

HELD ON AUGUST 5, 2010

                                         

A regular meeting of the Natchitoches Parish School Board was held on Thursday, August 5, 2010, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, Julia Hildebrand, Millard Bienvenu, Emile Metoyer, Joella Wilson, Billy Benefield, Jr., Harry Graham, Pam McAlexander and Craig Rachal.   Absent:   None.

 

The meeting was called to order by President Joella Wilson, followed by an invocation by Mrs. Wilson and Pledge of Allegiance by Mr. Benefield.

 

Dr. Duke presented the Board Update to the group.

 

The Board recognized the following:

 

            A.         Parks Elem./Middle School for Recognized Academic Growth.

            B.         NSU Elementary School, NSU Middle Lab School and Natchitoches Magnet School for Exemplary Academic Growth.

C.         Natchitoches Magnet School, M. R. Weaver Elementary School, NSU Elementary School, Goldonna Elem./Jr. High School, Cloutierville Elem./Jr. High School, East Natchitoches Elem./Middle School and Lakeview High School for implementing School-Wide Positive Behavior Support.

 

On motion of Mr. Walker, seconded by Mr. Wilson, that the Board hereby approve the following consent agenda items:

Mr. Ralph Wilson presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Wilson, seconded by Mr. Graham, and unanimously carried, the Board approved various vendors meeting specifications for the child nutrition program for the 2010-2011 school year for food, paper & cleaning, per attached bids. 

               

On motion of Mr. Wilson, seconded by Mr. Graham, the Board approved the following finance agenda items:

           

A.         A contract with Sheryl H. Nix, consultant, for one full day of professional development and consultation with special education employees in the amount of $700.00.     Funded by IDEA.  

 

B.         A contract with Hammonds & Sills Law Office to provide one full day of professional development and training/consultation on August 9, 2010, in the amount of $2,500.00.  Funded by IDEA.

 

C.         A contract with Hammonds & Sills Law Office to provide one full day of professional development and training/consultation on August 11, 2010, in the amount of $3,000.00. Funded by IDEA.  

 

Mrs. Julia Hildebrand presented the Personnel Report.

 

On motion of Mrs. Hildebrand, seconded by Mr. Wilson, the Board approved the following personnel:        

            A.         Andrew Ravaglia, III, teacher, Lakeview High School, replacing Anthony Milner.

            B.         Eva Scott, teacher, Natchitoches Central High School, new position.

            C.         Cara Waring, teacher, NSU Middle Lab School, replacing Linda Higginbotham.

            D.         Eryn  Spears, teacher, Natchitoches Central High School.

            E.         Lawanda Smith, teacher, Vaughn Elem./Middle School, replacing Melanie Smith.

            F.         Aaron Beaubouef, agriculture teacher, Natchitoches Central High School, replacing Chad Curole.

Mr. Emile Metoyer abstained from voting.

 

On motion of Mrs. Hildebrand, seconded by Mr. Metoyer, the Board unanimously approved the following personnel items:

 

            1.         Transfers and/or reassignments:

 

A.         Jeannie Bacon, special education teacher, from Cloutierville Elem./Jr. High School to East Natchitoches Elem./Middle School, replacing Mary Pierce.

B.         Jacque Fontenot, teacher, from Lakeview High School to Natchitoches Magnet School, replacing Jaime Gilmore.

C.         Jermaine Thomas, teacher, from Lakeview High School to Vaughn Elem./Middle School, replacing Fannie Holden.

D.         Tracey Kuykendall, teacher, from Cloutierville Elem./Jr. High School to Natchitoches Central High School, new position.

E.         Anthony Milner, teacher, from Lakeview High School to             Cloutierville Elem./Jr. High School,   replacing Homer Pierce.

L.         Doris Whatley, special education teacher, from Frankie Ray Jackson Technical Center to Parks Elem./Middle School.

 

            2.         Special Education LEAP Tutorial attached list for 2010-2011.   Funded by IDEA. 

 

3.         A contract  for Adrian Demery for videographer for 4 days for $800.00 plus editing fee. Not to exceed $4,000.00.   Funded by IDEA.

                       

4.         A contract for Erick Wilson for sound system for $300.00 per day for a total of $1,200.00.  Funded by IDEA. 

 

            5.         The attached list of transferred child nutrition employees.

 

On motion of Mr. Wilson, seconded by Mr. Walker, and with unanimous consent, the Board approved Helen Calhoun as instructional coordinator at Weaver Elementary School.              

 

On motion of Mr. Walker, seconded by Mr. Rachal, and unanimously carried, the Board approved Sarah McElwee as IDEA compliance specialist for 12 months.  Funded by IDEA.

 

On motion of Mr. Walker, seconded by Mrs. McAlexander, that the Board hereby approve Tammy Bell as early interventionist coach for 10 months.  Funded by IDEA.

               

YEAS:    Walker, Daniels Hildebrand, Bienvenu, Benefield, Graham, McAlexander and Rachal.  

NAYS:    Wilson, Metoyer and J. Wilson.            (Carried)

 

On motion of Mr. Wilson, seconded by Mr. Metoyer, and with unanimous consent, the Board approved Leona Latchie as special education behavior interventionist for 10 months.   Funded by IDEA. 

 

Mr. Carroll Daniels presented the Executive Report.   

 

On motion of Dr. Bienvenu, seconded by Mr. Wilson, and with majority approval, the Board accepted the Pupil Progression Plan for 2010-2011, plus attached addendum.  

 

Mr. Daniels, Mr. Benefield and Mr. Rachal voted nay.         (Carried)

 

On motion of Mr. Benefield, seconded by Mr. Walker, and with unanimous consent, the Board convened into Executive Session to discuss litigation bearing Civil Action #80-1422A on docket of United States District Court, Western District of Louisiana, Alexandria, Louisiana.

 

On motion of Dr. Bienvenu, seconded by Mr. Metoyer, and unanimously carried, the Board adjourned out of Executive Session.

 

On motion of Mr. Graham, seconded by Mr. Wilson, that the Board hereby discontinue all efforts to pursue a unitary school system in Natchitoches Parish. 

 

YEAS:    Wilson, Hildebrand, Bienvenu, Metoyer, J. Wilson and Graham.   

NAYS:    Walker, Daniels, Benefield, McAlexander and Rachal.     (Carried)

 

On motion of Dr. Bienvenu, seconded by Mr. Metoyer, the Board adjourned.
