NATCHITOCHES PARISH SCHOOL BOARD

HELD ON MAY 3, 2012

                     

                                    

A regular meeting of the Natchitoches Parish School Board was held on Thursday, May 3, 2012, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Derwood Duke, Secretary-Treasurer, were present:   Cecil Walker, Carroll Daniels, Ralph Wilson, Joella Wilson, Harry Graham, Russell Danzy, Michael Hilton, Donna Masson, Thomas Melder and George Rhymes.

 

The meeting was called to order by President Daniels, followed by an invocation by Mrs. Wilsomn and Pledge of Allegiance by Mr. Hilton.

 

Dr. Duke presented the Board Update.

 

Calvin Gallion, a senior at Natchitoches Central High School, received a plaque for not missing a day of school in his career as a student.

 

The Board recognized Students of the Year for 2012.  Elementary School Students:   Jason Monette, Jr., Cloutierville , Keonte Charles, East Natchitoches, Mekaila Braxton, Fairview Alpha, Breanna Harrison, Parks, Ashley Womack, Goldonna, Alddrian Bolton, Vaughn, Timothy Giddens, Natchitoches Magnet, Sarah Hicks, NSU, and Tyler Nichols, Provencal.  Middle School Students:  Demetrice Conday, Cloutierville, Lauren Seawood, East Natchitoches, Alexis Gourdon, Fairview Alpha, Trevius Braden, Parks, Kristen Dickson, Goldonna, Jasmine Howard, Vaughn, Samantha Pool, Marthaville, Kenikka Wafer, Natchitoches Magnet, Alyssa Milner, NSU Middle Lab and  Madelyn Rachal, Provencal.    High School Students:   Trabari Bradley, Lakeview  and Calvin Gallion, Natchitoches Central.   Parish winners were Timothy Giddens for Elementary School Student of the Year, Alyssa Milner for Middle School Student of the Year and Calvin Gallion for High School Student of the Year.   

 

Teachers of the Year for 2012 were recognized.  Elementary School Teachers:  Lalania Dubois, Marthaville, Casondra Evans, Weaver, Patricia Gilbert, Cloutierville, Carletta Jones, Natchitoches Magnet, Norma Smith, Goldonna and Lisa Wiggins, NSU Elementary.  Middle School Teachers:   Latoyia Norris Pea, Cloutierville, Danna LaCaze, Goldonna and April Giddens, Natchitoches Magnet.    Senior High Teacher: Margland Garland, Natchitoches Central.   Parish winners were Lisa Wiggins, Elementary School Teacher of the Year, April Giddens, Parish Middle School Teacher of the Year and Overall Louisiana State Winner and Margaret Garland, Parish High School Teacher of the Year.

 

Principal of the Year - Julee’ Wright at Natchitoches Magnet School.  

 

The Board received the American Tree Farm System Certificate in recognition of the promotion of the growing of renewable forest resources on private lands while protecting environmental benefits and increasing public understanding of  all benefits of productive forestry. 

                 

On motion of Mrs. Wilson, seconded by Mr. Means, the Board unanimously approved the following consent agenda items:

(1)        Landon Wade, teacher, Lakeview High School, travel to  Texarkana, Texas, on May 3, 2012, to chaperone FFA students to participate in the Southern Regional Forestry Competition.  Funded by Lakeview FFA.  No cost to the Board.

Mr. Russell Danzy presented the Finance, Facilities, Services and Insurance Report.

 

On motion of Mr. Danzy, seconded by Mrs. Wilson, and with unanimous consent, the Board approved millage renewal for the different school districts and approved rolling forward millages.

 

On motion of Mr. Walker, seconded by Mr. Melder, the Board approved a resolution making application to the State Bond Commission for consent and authority to issue, sell and deliver not exceeding $5,5000,000 of General Obligation School Refunding Bonds of Consolidated School District No. 7 of the Parish of  Natchitoches, State of Louisiana, all in the manner provided for by Chapter 14-A of Title 39 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority; providing for the appointment and employment of  bond counsel: and providing for other matters in connection therewith.        

 

On motion of Mr. Danzy, seconded by Mr. Walker, the Board authorized John Laborde, Director of Business Affairs, to negotiate terms and conditions of possible lease assignment of Ajax exit/ I-49 property subject to future Board approval.   

 

The Board received an updated 2011-2012 General Fund Budget to meet financial audit requirements.  

 

On motion of Mr. Danzy, seconded by Mr. Wilson, the Board approved the purchase of ten tree farm logo signs and name panel at a cost of $27.00 per sign as needed.

 

Mr. Harry Graham presented the Personnel Report.

               

On motion of Mrs. Wilson, seconded by Mr. Walker, the Board unanimously approved the following personnel:

 

A.         Latoyia Pea, school counselor, Natchitoches Central High School, replacing Jeffrey Johnson.

B.         Caroline Seago, teacher, Marthaville Elem./Jr. High School, replacing Valerie Jessup.  

 

On motion of Mrs. Wilson, seconded by Mr. Means, the Board granted permission to issue contracts and letters of assurance for the 2012-2013 school year. 

 

On motion of Mr. Graham, seconded by Mr. Wilson, the Board approved the following:

 

1.         The attached list of “pool of teachers and paras/tutors” for ESY summer school.

 

2.         The attached list of “pool of teachers and tutors” for summer school (4th & 8th grades).                                 

 

3.         The attached list of “pool of teachers, tutors, advocates and student workers” for migrant summer school.

 

Mr. Carl Means presented the Executive Report.

 

On motion of Mr. Rhymes, seconded by Mr. Wilson, the Board approved the 2012-2013 Student Handbook with the following changes:

 

 

On motion of Mr. Means, seconded by Mrs. Wilson, the Board amended the Natchitoches Parish Honor’s Grading Scale (retroactively) for Natchitoches Central High School and Lakeview High School so that it will be parallel with the regular grading scale.    Mr. Hilton voted Nay.

 

On the motion of Mr. Rhymes, the Board adjourned.
