HELD ON APRIL 29, 2014



A special-called meeting of the Natchitoches Parish School Board was held on Thursday, April 17, 2014, at 5:00 p.m. in the Board Room of the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members were present:  Cecil Walker, Carroll Daniels, Ralph Wilson, J. Wilson, Harry Graham, Russell Danzy, Michael Hilton, Donna Masson, Carl Means, Thomas Melder and George Rhymes. 


The meeting was called to order by President Means, followed by an invocation by Mr. Danzy and Pledge of Allegiance by Mr. Hilton.


The Board met to elect a superintendent of schools with 3 remaining candidates-Ruth Kay, Dale Skinner and Eddie Jones.


On motion of Mr. Melder, seconded by Mr. Rhymes, and unanimously carried, that if no candidate received 6 votes to win, a run-off election to name the winner from the top 2 candidates and the person with the lowest vote is eliminated.


On motion of Mr. Daniels, seconded by Mrs. Wilson, that the Board hereby convene into executive session to discuss the election of the superintendent.


YEAS:   Walker, Daniels, Wilson, J. Wilson, Graham, Danzy, Masson, Means and Melder.

NAYS:   Hilton and Rhymes.                                (Carried)


All 3 candidates approved of the executive session. 


On motion of Mr. Rhymes, seconded by Mr. Hilton, the Board adjourned out of executive session.


On the first ballot Mr. Skinner received 5 votes with Mrs. Kay and Mr. Jones receiving 3 votes.  No person was eliminated.


On the second ballot Mr. Jones was eliminated with 2 votes.  Mrs. Kay received 4 votes and Mr. Skinner received 5 votes.


On the third ballot Mrs. Kay received 1 vote, Mr. Skinner received 8 votes with Mr. Rhymes and Mr. Hilton both abstaining.


On motion of Mr. Melder, seconded by Mrs. Masson, that Mr. Dale Skinner be named Superintendent of Natchitoches Parish Schools subject to successful contract negotiations.


YEAS:    Walker, Daniels, Wilson, J. Wilson, Graham, Danzy, Hilton, Masson, Means, Melder and Rhymes.   NAYS:   None.             (Carried)


On motion of Mr. Hilton, seconded by Mrs. Rhymes, the Board adjourned.
