A special-called meeting of the Natchitoches Parish School Board was held on October 10, 2017, at 5:00 p.m. at the Natchitoches Parish School Board Office, 310 Royal Street, Natchitoches, Louisiana, and upon roll call, the following members and Dale Skinner, Secretary-Treasurer, were present:   Eugean Garner, Carroll Daniels (entered at 5:07 p.m.), Katrina Willis, Harry Graham, Russell Danzy, Emile Metoyer, Steven Harris, Rhonda Guidroz, Ralph Wilson.  Absent:  Michael Hilton and Thomas Melder.


The meeting was called to order by Mr. Ralph Wilson.  The invocation was given by Mr. Steven Harris and the Pledge of Allegiance by Mrs. Katrina Willis.


The meeting was turned over to Attorney Bob Hammonds who requested that the Board meet with him in Executive Session. 


A motion was made by Mr. Eugean Garner accompanied by a second from Mr. Harry Graham that the Board enter into Executive Session.  All members present approved the motion.  The Board entered into Executive Session at 5:05 p.m. 


A motion to end Executive Session was made by Mr. Russell Danzy, accompanied by a second from Mr. Steven Harris and unanimous consent from all members present at 5:56 p.m.


Attorney Bob Hammonds addressed the audience to give an update on information from the Judge regarding the court order.  Mr. Hammonds stated that the Judge has granted the Natchitoches Parish School System unitary status.  Although unitary status was granted, the judge “finds it appropriate to provide a period of transition before this case is dismissed in its entirety.  Accordingly, the court shall retain jurisdiction over this case for a period slightly more than three years for the purpose of monitoring the districts efforts to maintain the progress it has made to faithfully and fully comply with Federal law and this court order.”  The one order that will remain in effect is the pairing of George L. Parks and L. P. Vaughn because that pairing was done subject to certain conditions and so far there has not been enough data on whether it has worked or not worked at this time.  A motion can be filed on December 31, 2020 to dismiss the case totally.
